Judiciary is a key public institution, not merely in itself. It is a vital building block in the edifice of the governance structure. The District Judiciary, which is the backbone of the judiciary, must be efficient, professionally sound and trustworthy. Continuing judicial education is a sine qua non for capacity building of the District Judiciary, court staff, and all personnel concerned with the judicial system.
